Regulation 4 of the Taking Control of Goods Regulations 2013 gives the legal definition of exempt goods.

Vehicles that are exempt goods but are unlawfully removed attract the creditor's liabilities for substantial damages.

You may make what is called a Claim to Exempt Goods under CPR 85.8.
