HM Court Service confirms they do not pursue defaulters for fees for the bailiff company

Applied to court fines issued before 6 April 2014.

HM Court Service avoided answering a question about debtors being liable for bailiffs' fees on unpaid court fines.

They did confirm bailiffs can charge costs of execution of a warrant which has never been in dispute. However, bailiff companies try to charge fees even when no taking control of goods has been executed.

How bailiff companies try bending the rules

Bailiff companies go to great lengths to conjure up interpretations of the law to persuade less-informed debtors that the rules apply to charging their fees without any distress being executed. In actuality, if a bailiff charges for work he has not done he commits an offence, and this has been confirmed by HM Government.
